There are a lot of kinks to be worked out in interplanetary colonization, biodome experiments notwithstanding, and they're not going to take 20 years. Maybe 40. And that's presuming that there's a point to this other than low-G labs.

Interesting news article I saw today, talks about a space station on the Moon in 20 years and possibly colonizing Mars in 40.
