I agree, one could argue that there is no need to specifically use US-based WGA writers, but that doesn't mean some movies in the works aren't being affected in a big way- witness Brad Pitt's recent withdrawal from State of Play, and the decision to postpone production of Angels and Demons in the UK, both reportedly because the scripts weren't sufficiently ready.
