We've *finally* got an answer!
The question came up a couple of times recently where people claimed that the recording that Abbut made of Talia in "Deathwalker" was supposed to be used to restore her original personality.
Me - I've never thought that "Reflection, surprise, terror. For the future," sounded all that friendly or restorative. So I finally asked JMS on Twitter today and this was his answer:

Both. It could restore her if, say, she were blanked by someone...or given her amped up abilities that backup could be powerful enough to drive, say, a Shadow vessel version of a Dreadnaught. But Andrea left the show before either possibility could be explored.
