Yes I have and yes he has. There are certain rules, though, if you don't want stony silence. ;-)
First, don't ask questions that have been asked a million times before. You might want to search here on JMS news before emailing.
Second, and maybe most important, only use email for things that cannot be posted on the Moderated Newsgroup. You won't always get an answer there but if it's something that one of us knows, we'll answer it.

Second part first: JMS is one of the most polite and upstanding individuals it's ever been my pleasure to encounter. In...(checks the archive) 11 or 12 years of posting on the Web, he's *never* been found to be untruthful (well, once-but that was a gift to the fans, really). In fact, I can testify that he's been truthful in teensy details that one would never think anybody'd ever remember or be able to check on.
Now as for the newsgroup....go to Google Groups and search for Babylon 5 moderated. You'll find a result "rec.arts.sf.tv.Babylon5.moderated " If you post to it, you have to have a valid email address. When you post the first time, you'll get an automated response with the terms of the group and upon responding that you agree, you'll be able to post.
It can be a little frustrating at first because you'll be on hand moderation for the first 20 posts or so which causes delays in posting. Starting new threads are similarly delayed. The reason for that is that there really aren't many moderators anymore. Jay and Cheryl are the main ones I'm aware of and they've been really great recently with the Eep due and now Rick Bigg's passing.
i did email JMS last night. i did not have any questions for him.
i just wanted to express to him how much i enjoyed his commentary on the DVDs and how much i enjoyed B5 and to let him know my condolences for Rick Biggs.
it really doesn't matter to me if he responds or not. i just wanted to send him a personal message and i hope that he will at least be able to read it.

I am sure this is it! Surely he couldn't be so bombarded with condolence messages as to be unable to respond!
(Actually, I emailed him a coupla years ago on a topic I blush to remember and he wisely ignored me).
I believe that when we leave a place, part of it goes with us and part of us remains. Go anywhere in the station, when it is quiet, and just listen. After a while, you will hear the echoes of all our conversations, every thought and word we've exchanged. Long after we are gone .. our voices will linger in these walls for as long as this place remains. But I will admit .. that the part of me that is going .. will very much miss the part of you that is staying.

BACK TO TOPIC:
Emailing JMS is a very, very BAD idea. Think about it... you email to say "thanks for the show". Now multiply that by the ~50 million fans around the world.
How would you feel about receiving 50 million "thanks" emails bombarding your email? Better to direct your thanks to a public forum.
That's why I only ever emailed him once in 10 years...and only because it was a private subject involving his salary.
