If it was, talking canon would be dull, dull, dull.
*shivers as he recalls "sins past" debates on the marvel comics newsgroup*

A real "WTF?" moment, to be sure, all centered around a throwaway line from Lennier in "Quality," in which he says something about having been on-station "for five months," which points heavily toward a botched script reference (actually, JMS *was* quite physically ill when he wrote that particular ep, and has stated that he has no memory of it...so, there you go).

That said, if one was to keep Lennier's literal meaning intact, he could have been making reference to another calendar form, such as *Minbari* months or some other uncommon galactic time-standard, which might differ from Earth's quite significantly. But you don't go rearranging an entire block of episodes based solely upon one isolated line -- at best, you move that specific story "back," as JMS obviously intended for "Babylon Squared" and "A Voice in the Wilderness" to come late in the season.

And am I bitching too much over this stupid, quibbling little point? Yeah, probably.
