Okay, for real this time. Cosplay is short for "Costume Play" in which people dress up as their favorite heros, villians, or characters from various anime or other-wise fantasy related series, games, or literary works. The most often cosplayed series is the final fantasy video game series, of which Vincent, Cloud, Sephiroth, Squall, Rydia, Celes, and Kefka are very popular choices.
Serious Cosplay enthusiasts can spend literally hundreds of hours and in extreme cases, thousands of dollars perfecting their costumes. I go to college with a FF enthusiast who played Vincent- going so far as to fashion the golden boots and glove of the character out of sheet metal.

Cosplay is actually pretty huge. At least in America & Japan.
And it's done by pretty much just two groups: nerds (of all ages), and hot teenage girls.

Recently, there was a reckoning. It occurred on November 4, 2014 across the United States. Voters, recognizing the failures of the current leadership and fearing their unchecked abuses of power, elected another party as the new majority. This is a first step toward preventing more damage and undoing some of the damage already done. Hopefully, this is as much as will be required.

As for the mask, it looks about as good as the Narns in the back of any Narn crowd scene in B5. To those unaware, for budgetary reasons, the "front Narns" were made up professionally, pretty much like Andreas and Marshall Teague were; the "medium-distance Narns" were in less-convincing makeup; and the back Narns were in masks that were often just masks, barely or not at all attached to their faces with latex. I sometimes entertain myself by specifically looking at how bad the "back Narns" look in crowd scenes.
That's not a Delenn headpiece; it's a generic Minbari headpiece. I got one of those and made my own custom Delenn-as-hybrid version, cutting out the bald pate and installing combs into the bone crest in order to anchor it to my head.
Depends. Andreas used a mask, as did Marshall Teague, Robin Sachs, Morgan Sheppard, and every other lead Narn. It's just that they were professional masks, and so there was no latex around the mouth and eyes -- that was done with makeup in such a way so that it appears to be a seamless join to the mask part. So, conceivably, you could buy the official mask, cut out some of the latex around the eyes and the mouth, and if you have a friend who's a professional makeup artist, have them match the mask with makeup in the areas around your mouth and eyes so that you have more flexibility of expression.
