What great character moments make the show come alive for you..? (SPOILERS)
I loved it when Sheridian "tricked" the leaque into allowing the White Star Fleet to patrol the borders, and he screams "YYYYYEEEEEEESSSSSS" in the lift.
I never got that. The duo is totally unknown to me and I never understood the joke... I felt as bemused as Lochley looked.

I think JMS explained it well when he posted:
Neil kept the humor sort of off-base...operating on the
assumption that there are some things that become au courant or funny
because of context: Steve Martin's "excuuuuse me," for instance. Now,
it ain't funny, it's just annoying...at the time, EVERYbody was saying
it and laughing. R&Z are similar cultural phenomena...their "with a
machine" catchphrase, for instance, which the crowd new and reacted to.
To us, and Lochely, it didn't mean anything. Lochley's reaction was
tailored to be EXACTLY the same as most women's (and some guy's)
reaction to the Three Stooges: either it's funny, or you can't figure
out why people are laughing.

And he's right. I don'g 'get' the Stooges and react just like Lochley.
Of course, they didn't do any part of the "Zotty, zoot-zoot" schtick that Sheridan had been so tickled by earlier (in a conversation with Londo, can't recall the episode offhand) which I thought was cool. Apparently that was a previous bit that they'd quit doing.

On of the best scenes is that when Refa gets killed while you see the people on B5 worshipping - just wow...

Do you mean the actual duo performing the parts of REEBO & ZOOTY? They are Penn and Teller, a black-comedyish magic and illusion act. As such they are very good. As actors, they suck. Not all the cast were fond of them either, as you will find if you read chapter 11 of Jane Killick's B5-Season by Season book 5.
I suppose that in this case, it was perfect casting, because you either love them or you don't.
Still, it was another example of good guest casting of established names, helping to draw newer fans to the show.
I couldn't quit laughing when Refa was running while the gospel singers sang "And the Rock cried out 'No Hiding Place.'" I'm always one for religious humor and that episode tickled me pink.

LOL! That's my favorite scene in the entire series. Absolutely hysterical! I like that scene so much I'm actually gonna put together a jazzy cover version of "And the Rock Cried Out". Just gotta find some Gospel singers for vocals!
Except for WillieStealAndHow's list, there aren't too many from season 1 so I thought I'd mention a few of my favorites from that season:
The discussion between Sinclair and Garibaldi at the end of "Infection". I had never seen the hero questioned about a death wish on TV before. Added a lot to the character of sinclair.
"Fasten, then zip" 'Nuff said.
Almost all of Ivanova's scenes with Rabbi Koslov in "TKO".
Londo and Garibaldi in "A Voice in the Wilderness Part 1" "Whatever it is, it can't be that bad!"
"That was the law, as set down by Valen. Three castes: worker, religious, warrior."

In the book, Bruce Boxleitner, who's known for practically *never* having anything bad to say about anybody, is quoted as saying that Penn was "arrogant beyond belief". Also, iirc, JMS told the story about asking about Penn's painted fingernail (red on his left hand, I think) and being told that it's to remind him (Penn) that he once killed a man for asking personal questions (which I've also read elsewhere so it's a standard reply, I guess). Mira, on the other hand loved him and reported having a great conversation with him.
